New Standby Ecodesign Regulation (EU) 2023/826

Scope and product list

The Ecodesign Directive 2009/125/EC establishes a framework for setting requirements for the ecodesign of energy-related products.

Various implementing regulations govern ecodesign requirements and labeling obligations for specific product groups (e.g., power supplies and computers), as well as for products with certain characteristics (e.g., "stand-by" function).

Directive 2009/125/EC is part of the EU Declaration of Conformity and is linked to the CE marking. The EU Declaration of Conformity then refers to the applicable relevant implementing measure, e.g. Implementing Regulation (EU) No 617/2013 for computers and computer servers.
 

New Standby Ecodesign Regulation: (EU) 2023/826

On April 18, 2023, the (new) Regulation (EU) 2023/826 laying down ecodesign requirements for the off-mode, standby and networked standby energy consumption of electrical and electronic household and office equipment was published in the Official Journal of the EU.

The (new) Regulation (EU) 2023/826 will apply from May 9, 2025, replacing the current (standby) Regulation (EC) No. 1275/2008.

Please note the following constellations which are included in the scope:

  • Products with external low voltage power supplies
  • Portable battery-powered products with a charging circuit that must be connected to the supply mains for charging
  • Products with a charging circuit that draw power in the off state and in the standby state, even though the battery is not being charged.

Recital (8) also clarifies that only household and office equipment for residential use is covered by this regulation; for information technology equipment, this is Class B equipment according to the EN 55022:2010 standard.


ANNEX II

LIST OF ENERGY-RELATED PRODUCTS COVERED BY THIS REGULATION

1. appliances designed, tested and marketed for household use:

  • Drum clothes dryers and other tumble dryers;
  • Electric ovens, including ovens integrated into stoves;
  • Electric hobs and cooktops;
  • Microwave ovens;
  • toasters;
  • Deep fryers;
  • Coffee makers;
  • Grinders;
  • Appliances for opening or closing containers or packages;
  • electric knives;
  • other appliances for cooking and other processing of food, preparation of beverages, cleaning, and maintenance of laundry, but excluding household dishwashers covered by Commission Regulation (EU) 2019/2022 (1) and household washing machines and household washer-dryers covered by Commission Regulation (EU) 2019/2023 (2);
  • Hair clippers, hair dryers, hair treatment appliances, electric toothbrushes, shavers, massage and other personal care appliances;
  • Scales.

2. information technology equipment intended primarily for residential use,
including printing devices, but excluding desktop computers, integrated desktop computers and notebook computers covered by Commission Regulation (EU) No 617/2013 (3), servers and data storage products covered by Commission Regulation (EU) 2019/424 (4), and electronic displays covered by Commission Regulation (EU) 2019/2021 (5).

3. consumer electronic devices:

  • Radio sets;
  • Video cameras;
  • Video players;
  • Hi-fi players;
  • Audio amplifiers
  • Loudspeakers;
  • Home theater systems;
  • Media streaming devices;
  • musical instruments;
  • complex set-top boxes and simple set-top boxes;
  • Other equipment for recording or reproducing images or sound, including by means of signals or other technologies by which images and sound are disseminated by means other than telecommunications, but excluding electronic displays covered by Regulation (EU) 2019/2021 and projectors with mechanisms for changing lenses of different focal lengths.

4. toys, recreational and sports equipment:

  • Electric trains or car racing tracks;
  • Game consoles;
  • Sports equipment;
  • Other toys and recreational equipment.

5. motor-driven adjustable furniture:

  • Height-adjustable desks;
  • Lifting beds and chairs, except medical devices and wheelchairs;
  • Other power-driven adjustable furniture.


6. motor-driven building elements:

  • Shutters;
  • Venetian blinds;
  • Screens;
  • Awnings and sunshades;
  • Pergolas;
  • Curtains;
  • doors;
  • gates;
  • windows;
  • Skylights;
  • other motorized building elements.
