EU: Digital Product Passport ready for standardization

DIN/DKE joint committee founded

On July 11th 2023, the inaugural meeting of the DIN/DKE joint committee "Digital Product Passport" (DPP) took place with over 200 participants (hybrid conducted).

Already announced in 2019 as part of the European Green Deal, the DPP is now a central component of the new European Battery Regulation (EU) 2023/1542 (see related article), in the draft for the new Toy Regulation, and in the new draft of the new European Ecodesign Regulation for sustainable products. From the latter, a first draft proposal for standardization on the design of a DPP system was submitted to CEN-CENELEC for discussion in May this year. The planned Ecodesign Regulation will successively address various product groups, such as electrical appliances, textiles, furniture, steel, cement and chemicals.

Through the standardization application, CEN and CENELEC are required to develop harmonized European standards (hEN) on the DPP system. These standards may equally be fundamental to the battery passport and other possible upcoming use cases for the DPP. In the meantime, the DPP is also being discussed with regard to sectoral and horizontal regulations/directives of the New Legislative Framework.

DIN (German Institute for Standardization) and DKE (German Commission for Electrical, Electronic & Information Technologies) have proposed a CEN-CENELEC Joint Technical Committee Digital Product Passport at European level and, through this inaugural meeting on July 11th 2023, have brought together the relevant stakeholders at national level in a new DIN/DKE joint body "Digital Product Passport".

The body will be jointly supported by DIN and DKE for the cooperation and joint design of the DPP and its ecosystem, a corresponding framework for achieving interoperability of product passport implementations and for the national mirroring of related standardization activities.

GLOBALNORM's experts will contribute to this process, they were already present at the founding meeting and have applied for membership to continue working in this DIN/DKE joint committee.
