The brief recap is dedicated in particular to the topic of CE relevant standards. Back in January, in our first newsletter of the year, we reported on the update jam in the Official Journal of the EU. Now, nearly ten months later, the publication situation has barely improved. Why make things simple when they can be highly complicated instead? So we're taking the opportunity to provide explanations and assistance in our white paper (see top topic).

TOP TOPIC: INCREASED COMPLEXITY IN CE RELEVANT STANDARDS

Free white paper


For some months there has been a problem with the prompt provision of harmonised standards in the Official Journal of the European Union. The reasons for this are both numerous and lacking in transparency, resulting in a high level of uncertainty in standards users in all sectors and all sizes of company.

This white paper by Michael Loerzer aims to provide clarity: about the background, what the presumption of conformity means and how, in spite of the unclear situation, you can keep track of legal requirements with a manageable amount of effort.

In addition we’ve put together questions and answers from our consultations with various companies, to give you practice-orientated help.

NEWS FROM GLOBALNORM STANDARDS

In the last month, new references to the following harmonised standards were published in an Implementing Decision in the Official Journal of the European Union:

Machine Directive 2006/42/EC
 

As yet, no new overall list has been published. However, on October 23, 2019, in Implementing Decision (EU) 2019/1766 (Official Journal L 270), the Commission amended Implementing Decision (EU) 2019/436 such that EN ISO 19085-3:2017 (see Annex II) now also contains a restricted presumption of conformity.  The amended Annex II therefore now contains three standards.

On November 7, 2019, a further Implementing Decision with the number 2019/1863 was published in Official Journal L 286.   Recital 7 clarifies once again that EN ISO 12100:2010 is not being removed from the Official Journal.

In addition, Annex III of Implementing Decision (EU) 2019/436 has been amended such that the standards listed in it are now subject to a transitional period after all and are not to be removed from the Official Journal on March 19, 2019.

General Product Safety Directive (GPSD) 2001/95/EC


On October 10, 2019, Implementing Decision (EU) 2019/1698 with reference to GPSD 2001/95/EC was published in Official Journal No. L 259. In accordance with Recital 26, this implementing decision replaces the previous list of published harmonised standards from 11.08.2017 (Notification 2017/C 267/03) and is therefore a current overall list.

NEW FROM GLOBALNORM COMPLIANCE

New regulation published that lays down ecodesign requirements for external power supplies


On 25.10.2019, Regulation (EU) 2019/1782 laying down ecodesign requirements for external power supplies pursuant to Directive 2009/125/EC of the European Parliament and of the Council was published in the Official Journal of the EU. We have summarised the information about when it is valid, which regulation it repeals and where you can find it.

Eurasian Economic Union: RoHS requirements mandatory as of 01.03.2020


As of 01.03.2020, electrical and electronic products that are to be placed on the market in the Eurasian Economic Union must be compliant with Technical Regulation EAEU TR 37/2016 on the restriction of hazardous substances in electronic and radio-electronic products.
